God created nations. God created states. This is undeniably true. The Old Testament affirms the creation of both nations (Tower of Babel) and the state (God’s delegation of capital powers Genesis 9:5). The New Testament affirms a divine function for the state by the words of both Peter (1 Peter 2:13-14) and Paul (Romans 13, etc.)
Further, Paul’s sermon on Mars’ Hill in Athens provides even greater detail about God’s involvement with states. They serve the plan of Divine Providence. “And he made from one man every nation of mankind to live on all the face of the earth, having determined allotted periods and the boundaries of their dwelling place, that they should seek God, and perhaps feel their way toward him and find him.
