The San Francisco Giants were looking to add another quality starter to their rotation, and they managed to due just that right before the deadline.
According to Joel Sherman of the New York Post, the Giants acquired Matt Moore from the Tampa Bay Rays:

Moore has been linked to several teams this week, including the Pittsburgh Pirates and Los Angeles Dodgers, but the Giants ultimately won out in the race to land him.
Moore is also under contract through the 2019 season, sweetening the pot for the Giants. He is 7-7 with a 4.08 ERA this season.
