The San Francisco 49ers are set to sign quarterback Brian Hoyer when free agency officially begins at 4:00 pm ET tomorrow, according to NFL Network's Ian Rapoport.

As of now, Hoyer is set to be the San Francisco's starter, but they are still looking at other options. While Cousins may be off the table, they would be interested in Trevor Siemian if he is made available by the Broncos, and may also select a quarterback in the first round or two in the upcoming draft.
The New York Jets were also pursuing Hoyer, who chose San Francisco because of his relationship with Shanahan. Hoyer started 14 games for the Cleveland Browns in 2014 when Shanahan was the offensive coordinator.
Hoyer, who started a handful of games for the Chicago Bears last season, passed for 1,445 yards with six touchdowns and no interceptions in six appearances.
